Get a 3/4 ton and a 14k trailer, that can move up to a 75 hp skid steer. Neither limit you mentioned is good to exceed, the smaller skid steers are a lot less forgiving than larger ones. And purposely overloading a truck can get you in trouble especially if it's for a business.

With 8000 lb. axles and good brakes I wouldn't be afraid to pull it with a 3/4 ton. If you go gooseneck it would be a lot better as the load distribution is better.
